Higgins introduces FY24 funding bill with voter ID provisions

Congressman Clay Higgins (R-LA) has introduced the final language for a funding bill that will extend Fiscal Year 2024 (FY24) government funding through Friday, March 28, 2025, paired with the House-passed SAVE Act, which prevents non-citizens from voting. The bill text has the backing of Speaker Mike Johnson (R-LA) and is expected to receive floor consideration as early as this week.

The legislation would preempt a Democrat-controlled omnibus spending bill filled with policies intended to limit the agenda of a newly inaugurated Trump administration. The bill includes the SAVE Act, which reaffirms the House GOP’s commitment to election integrity and ensures that only American citizens are allowed to vote in elections.

“Democrats intend to continuously increase spending, whereas conservatives oppose big government and the oppression that comes with it. This legislation, crafted over the course of the past six months, ensures that the newly elected House, Senate, and President will control 2025 federal spending policy, funding an America First agenda while demanding accountability in our federal elections process by mandating proof of American citizenship to vote. Every American should demand fiscal responsibility and election integrity,” said Congressman Clay Higgins.

“House Republicans are taking a critically important step to keep the federal government funded and to secure our federal election process. Congress has a responsibility to do both, and we must ensure that only American citizens can decide American elections,” said Speaker Mike Johnson.

This legislation aligns with the House Freedom Caucus’ official position. Further, the inclusion of the SAVE Act election integrity language reflects President Trump’s strong stance on free and fair elections. Additionally, the underlying strategy of the Higgins funding bill has earned support from Heritage Action, Citizens for Renewing America, Senator Mike Lee, Conservative Movement Leaders, the Election Transparency Initiative, and many other conservative voices.
