Congressman Clay Higgins (R-LA) has proposed a legislative measure to redirect funds initially intended for Ukraine towards disaster relief efforts in the United States. The legislation aims to transfer unobligated dollars from the Economic Support Fund, part of the April 2024 Ukraine supplemental funding package, to FEMA’s Disaster Relief Fund. This move is intended to provide essential recovery assistance for Americans affected by natural disasters.
In April 2024, an additional $8 billion was allocated to the Economic Support Fund for budget support. According to the Government Accountability Office (GAO), a significant portion of this funding was used to reimburse Ukraine's government for expenses such as salaries for teachers, civil servants, and healthcare workers.
“I work for the American citizenry, not Ukraine,” Congressman Higgins stated. “The federal government has appropriated more than $174 billion to Ukraine while American citizens are struggling. Our nation is crippled with debt, and yet the Biden-Harris administration continues to prioritize spending for foreign interests. My legislation ensures that we are meeting disaster recovery needs and putting America and American citizens first.”
