Congressman Clay Higgins (R-LA) testified before the House Transportation and Infrastructure Committee on January 11, 2024, urging for the inclusion of changes to the Calcasieu Ship Channel and other Louisiana projects in the Water Resources Development Act of 2024.

During his testimony, Congressman Higgins emphasized the significance of dredging the Calcasieu Ship Channel, stating, "This is a 64-mile channel, originally intended to be 400 feet wide and 40 feet deep. It extends into the Gulf of Mexico and provides access to the epicenter of LNG export for the entire country." He further explained the need to deepen the channel by up to five feet to accommodate larger vessels, enhancing safety and creating new economic opportunities for the region and the country.

Highlighting the importance of the Calcasieu Ship Channel, Congressman Higgins stated, "This is the single most important ship channel, arguably in the country, as it relates to our delivery of clean, affordable energy across the world." He emphasized that the channel delivers over 60% of the LNG sent to overseas allies, making its performance critical on a global scale.

In addition to the Calcasieu Ship Channel, Congressman Higgins discussed the extension of rock jetties for the Calcasieu River & Pass Project, which protect the inside channel. He stressed the need for funding and authorization to extend these jetties, noting the support from the Army Corps of Engineers.

The economic impact of the Calcasieu River & Pass Project and the Port of Lake Charles was also highlighted by Congressman Higgins. He stated, "The Calcasieu River & Pass Project and the Port of Lake Charles generates $39.1 billion in economic activity, and $2.6 billion in federal revenue annually." Furthermore, he mentioned that these projects support over 100,000 jobs in Louisiana and contribute significantly to the national economy and federal tax revenue.

In addition to advocating for the Calcasieu Ship Channel and related projects, Congressman Higgins submitted requests aimed at advancing coastal restoration projects along the Gulf Coast and improving flood mitigation and water management strategies. He emphasized the importance of these efforts for coastal and inland communities across South Louisiana and for the protection of the LNG industrial sector.

In conclusion, Congressman Higgins expressed his appreciation for the opportunity to address the Committee and stated, "I look forward to answering your questions."

The inclusion of the Calcasieu Ship Channel and other Louisiana projects in the Water Resources Development Act of 2024 is vital for the economic growth, safety, and environmental protection of the region.
